ChainofSecrets.org strongly believes in having adequate infrastructure, services & tools available for early adopters which provide a foundation for future growth and are essential to the greater Enigma Community. This Proposal provides Infrastructure that is integral for the Community and Developer Onboarding for Enigma network adoption. ----- The Enigma Blockchain and Secret Network requires a production stable testnet that all developers can use. Testnets require constant maintenance and tweaking when actively developing an application you plan to deploy on the mainnet. ----- You can view the Live Kamut Testnet Repo here: https://github.com/chainofsecrets/KamutBlockchain Here is our Github copy of the full proposal: https://github.com/chainofsecrets/docs/blob/master/The%20Testnet%20Proposal.pdf

Enabling the Secret Foundation Pool This community-spend proposal requests 5000 SCRT for Alexander Bezobchuk, lead software engineer at Tendermint, who is adding functionality to Secret Network’s version of Cosmos SDK in order to enable a new tax on the inflation going directly to a configurable address belonging to Secret Foundation. Our agreement is the project will be done before the voting period of this proposal is complete. Here is the merged pull request. Following these best practices created by Gavin Birch of Figment and the Cosmos Hub Governance Working Group, Secret Foundation is effectively submitting this proposal on behalf of Alex (a.k.a. Bez). We humbly ask our community to consider this proposal separately from the decision to implement a Secret Foundation pool. Either way, Bez made this possible, and our team hopes it can be a good example of using the community pool responsibly. Currently, the native x/distribution module within the Cosmos SDK contains support for a built-in community tax (tunable with ParamChangeProposal) distributed to a community pool. The main purpose of this community pool is to decentralize control of a budget, which is available to fund projects in our ecosystem. In addition to this model, our community supports a Secret Foundation tax (starting at 15 percent of inflation) going to the Secret Foundation pool. Building on this neutral ground is a huge step forward in pursuit of sustainability for Secret Network, and the Foundation will continue working alongside our community to drive growth and meaningful adoption of Secret Network, coordinate ecosystem participants, develop better systems for collaboration, and help reward valuable contributors. Of course, the Secret Foundation tax is governable. Users can submit and vote on x/distribution parameter-change proposals in order to change the tax rate or the recipient address. If the Tax is 0 percent, we consider the Secret Foundation tax to be disabled. The trusted AccAddress is verified out-of-band. We can potentially consider introducing an additional field which can be used to verify the address such as a Keybase ID or a signed message. Generally, this approach solves the problem of inefficiency with respect to decentralized governance. Our intention is to help anyone and everyone get involved and earn by sharing value. To do that, we need strong leadership and focused efforts to achieve strategic goals. Thank you, Bez! Recipient address: secret164z7wwzv84h4hwn6rvjjkns6j4ht43jv8u9k0c

Stake or Die! proposes a community spend of 20,000 SCRT to build the official website of The Secret Network. About Stake or Die! Stake or Die! is a US based company founded by Alexander (Sandy) Corsillo and Victor Valle in 2020. Shortly after foundation, we added Luis Espinoza as head engineer and Emil Corsillo as a creative advisor. Executive Team Alexander (Sandy) Corsillo Sandy started his career in finance working for a family office / fund of funds in NYC. He left in 2010 to start a men’s clothing brand, The Hill-side which he and his brother continue to run 'till today. At its peak, The Hill-Side was sold in 200+ retailers worldwide. In 2015, The Hill-Side was named as one of GQ’s Best New Menswear Designers in America. More recently Sandy has focused on building e-commerce websites and fulfillment systems for a merchandising company in Los Angeles as Director of Technology. Victor Valle Victor is a perpetual learner with many years of experience in technology, design and business development. In constant search for new challenges, he moved to Baja in 2013 to found LKMX, a Software Engineering company that has built dozens of projects for US, Mexican and international companies involving distributed event-driven architectures involving big data analytics, e-commerce, real-time analytics, exposed as rich-experience web and mobile applications. The Project Description In order for the Secret Network to effectively onboard new contributors, we need a world-class website that is extremely polished and open to continual updates by the community. And we are ready to move quickly! The build will have two phases: Phase 1 (Oct 15th): The goal of phase 1 is to build a production ready site with all needed components in place and a solid consistent look and feel guided by the brand guidelines in development by the foundation. Though the UI will be a large focus, an even more important focus will be setting up a system that makes open source community lead content and functionality possible. Much like the relationship between the foundation and the community, our goal is to build a technology stack that allows for the empowerment of the community's goals. Ensuring a framework that makes this possible is what phase 1 is all about. Phase 2 (Nov 20th): The goal of phase 2 is to include the community as much as possible in a process of review. To do this we will work with the Foundation to host review sessions with each of the committees, asking committee leads to submit a feature request form in writing to the foundation. The end product should be one in which each committee has an area of the website that meets its needs. Once all feedback is received, we will work with the foundation to create a new statement of work that will guide the subsequent phase 2 build. Beyond: Collaborating with the Secret Foundation, our dedicated website project group will be committed to further iteration and expansion of the website as a true open source content platform for the Secret Network. Our vision will be to empower and facilitate anyone in the community to contribute their own pages and featured content. Payment Community spend proposal amount: 20,000 SCRT Payment Schedule: 5K at the passing of this proposal 5K at the completion of phase 1 10K at the completion of the phase 2 Custody The Foundation will serve as custodian of unreleased funds. Figment (https://figment.io) is prepared to add Secret to its suite of DataHub APIs. This proposal will send 69,000 SCRT from the community pool to `secret1mp97ajv30nrd3zmzmuyu926y4dkkh0xnuy7d8k` Figment will deliver Secret Network's DataHub integration and provide 6 months of free Gateway Access & Transaction Search services What is DataHub (https://figment.io/datahub)? DataHub is rocket fuel for blockchain app development. If we’re to build Web 3.0, developers will need reliable access to network APIs to test and implement their products safely. DataHub offers easy integration, low maintenance, high quality support, and enterprise-grade infrastructure. As part of the DataHub API suite, Figment will host Gateway Access to allow Secret Network developers to submit transactions and to read data from the Secret Network. Developers will be able to sign up, and read & write on Secret without having to worry about either maintaining blockchain infrastructure or doing custom integrations. Figment will provide reliable access to the Tendermint RPC and the Secret REST API, as well as provide the gateway to submit on-chain transactions. Both the latest mainnet and the latest testnet will be supported, and an archive node option will be available to users. The code will be open-sourced and documented, and the APIs will be hosted in DataHub. Figment will create deployment scripts so that developers can run the API as well. As part of the grant, Gateway Access and Transaction Search will be free for developers for a period of six months. We will establish a quota of 200,000 requests per day per account during this period, with an option for developers to upgrade as needed. Looking for more information or to participate further? Proposal Introduction: SG-1 proposes a community spend of 18500 SCRT to build the official Secret Tip-bot @secrettipbot app for Twitter and Telegram. The application will be developed from scratch and linked to Twitter and Telegram and provide the ability for anyone to send SCRT tip transactions directly to any Twitter or Telegram handle via public tweets or in group chats. A designated Secret Network node will process all transactions and ensure maximum uptime. About SG-1 SG-1 is a network validator on Secret, Cosmos, Kava, Akash and Kichain. Run by Tobias Schwarz (Tosch) and Hubertus von Heyden (Immasssi) out of Berlin, Germany. SG-1 has already successfully completed development for the official @Cosmostipbot and @Iristipbot (collaborative effort with Tendermint) which are automated tip applications for social media. The @cosmostipbot currently has 1700+ active users and is processing up to 3000 transactions per month in its early days of adoption. ⭐️ Official Web: https://sg-1.online/ ⭐️ Official Twitter: https://twitter.com/sg1_online ⭐️ Official Telegram: https://t.me/sg1online Proposal Description: In order increase SCRT usage on social networks a designated Secret tip application @secrettipbot will be developed and provide a tool available to the community that allows for convenient, instant, transparent sending and receiving of SCRT directly via public tweets or in group chats. Tip transactions are always verifiable through the Secret Blockchain Explorer. Individual user accounts are directly linked to a users Twitter or Telegram ID. Anyone may receive a tip, regardless of prior account creation. Advanced features will also be implemented which will allow for tip batching. This brings a convenience factor for users that want to tip many people/addresses at one time. The Secrettipbot will have its own Twitter and Telegram account that runs the app, and can be interacted with by simply sending a direct message to the @secrettipbot account** Additionaly @secrettipbot will be listed on cosmostipbot.com among the Cosmostipbot and Iristipbot. The website provides an easy to understand overview, guides and direct links to start initiating the tipping process. **Basic tipbot wallet interactions: Once a users sends a direct message to the @cosmostipbot with command !help a menu will pop up which allows for various commands to simply interact with a personal tipbot account. These include the following: !help: The tip bot will respond to your DM with a list of commands and their functions. If you forget something, use this to get a hint of how to do it! !register: Registers your user ID for an account that is tied to it. This is used to store your tips. Make sure to withdraw to a private wallet, as the tip bot is not meant to be a long term storage device for SCRT. !balance: This returns the balance of the account linked with your user ID. !account: Returns the account number that is tied to your user ID (currently unique to platform). You can use this to deposit more SCRT to tip from your personal wallet. !withdraw: Proper usage is !withdraw secret_xxxxxx. This will send the full balance of your tip account to the provided Cosmos account. Optional: You can include an amount to withdraw by sending !withdraw . Example: !withdraw 1 secret_xxxxxxxxx would withdraw 1 SCRT to account secret_xxxxx. !donate: Proper usage is !donate 1234. This will send the requested donation to the Cosmos Tip Bot donation account to help fund development efforts. Development & launch: The @secrettipbot will be developed over a 3 week period after this proposal passes. After the app is completed and tested for bugs it will be launched and accompanied by a marketing campaign to increase initial exposure on Twitter and Telegram. Development Payment: This proposal will send 18500 SCRT from the community pool to secret1nykhy98mkywfs6xflv8yr9uru3eg28f0kkvys6 upon passing of this proposal. Secrettipbot maintenance: SG-1 will run a designated node for the @secrettipbot to ensure maximum efficiency at all times. Just like the Cosmostipbot and Iristipbot, the server and regular maintenance cost is covered by a 5% flat fee which is automatically deducted from each tip. Once the user base grows, the flat maintenance fee will be reduced. The @secrettipbot will not be open-sourced to preserve the unique competitive advantage of the application. SG-1 plans to run & service the @secrettipbot for many years to come and is excited to contribute to SCRT adoption on social networks.

The Spartan Proposal Recently we have seen significant growth in usage and users of the Secret Network, but this same growth has highlighted that we are ill-prepared for it from an infrastructure standpoint. To address existing infrastructure shortcomings we propose building a 70 node cluster of load-balanced endpoints to help power the upcoming generation of secret dapps launching over the years to come. This cluster would be publicly available to all and private to none, acting as a public good resource maintained by the Secret Infrastructure team. We estimate this capacity to be sufficient to power a backbone capable of handling a minimum of 2 simultaneous launches on the scale of sienna and secretswap. And while we don’t believe it’s enough capacity to handle traffic alone if Secret becomes a top 30 coin, we think this is a good first step towards addressing the demands placed on infrastructure to prepare the network for new phases of growth. This initiative is intended to enable us to get ahead of the curve on API related scaling issues. Due to the current wait times on hardware, achieving something at this scale requires significant planning ahead of time. Secret Infrastructure has done the planning to prepare for this and is qualified to deploy and maintain this public good. Charter Here is a link to the living doc which represents the Secret Infrastructure Charter. This proposal is an auxiliary proposal directly connected to Secret Infrastructure. https://github.com/SecretInfrastructure/charter/blob/main/secret-infra-charter.md Notes Based both on feedback and the expected 4x improvement to query throughput here is the plan. A proposal to upgrade one of the builds from the infra b proposal to be able to handle 70 nodes (up from 20). Note 1 : 1 x System Supermicro120U-TNR & 2 x Intel Platinum 8380 CPUs. Note 2: We are open to structuring the new api to load balance across our nodes + nodes from other api providers on the network. Currently exploring the feasibility and doing this would require cooperation from 3rd parties. Note 3 : There is a wait time of 4-6 weeks minimum and longer for certain components. We hope to have the equipment arrive in time to deploy in in Q1 2022. Note 4 : This is not a discretionary budget. If the value of SCRT in this proposal increases when passed, or is more than is needed to purchase hardware, then it will be exclusively used for the purpose of upgrading the build for this specific proposal. If there is a surplus that goes unapplied to hardware upgrades, then it must go to maintenance, data center costs, and any software licenses associated with this equipment. Note 5: This proposal is being resubmitted after material changes in voting power occurred & due to the closeness of the previous proposal failing to pass by less than 0.05% of the voting power. Budget Hardware, Shipping, Warranty $75,010.90 Sales Tax on hardware $3,427.51 Buffer for Volatility 10% $7,843.85 = $85,732.26 Subtract $20,000 (Taking 20 nodes / $20,000 budget from Infra prop b) Total $66,282.26 Total SCRT ask 7,938 SCRT based on SCRT @ 8.35 on Oct 31, 2021

Purpose: The Governance Committee exists to promote transparent collaboration within the network and provide neutral discussions on proposals, voting, and governance issues. We work closely together with validators and other committees to ensure optimal support for the overarching Secret Network goals. It is vital to provide a space where thoughts and ideas can freely and respectfully be exchanged by anyone within the Secret Network to aid in reaching informed consensus on-chain. The updated Governance Committee charter and full proposal can be found here: https://forum.scrt.network/t/governance-committee-charter-update-b/4661 Total ask (3 months): 2,834 SCRT @ 9.21, incl. 20% volatility buffer

Abstract DataHub (DataHub: The Web 3 Gateway - Figment - Building Web 3) helps developers build applications on the Secret Network without having to manage blockchain infrastructure or develop custom middleware. We make sure they can focus on what they do best: developing amazing software. DataHub will scale its Secret infrastructure to support more Secret DApps and prepare for the network’s growth. Project Description Figment is looking to scale its Secret Network infrastructure powering its DataHub services. As part of the DataHub API suite, Figment hosts Gateway Access which allows developers to submit transactions and perform read queries on the Secret Network. Developers are able to sign up and access live blockchain data and submit transactions without having to worry about maintaining blockchain infrastructure or doing custom integrations. We provide reliable access to the Tendermint RPC and the Secret REST API as well as providing the gateway to submit on-chain transactions. Both the latest mainnet and the latest testnet are supported, and an archive node option will be available to users as part of the subscription plans. While Figment already operates the Secret DataHub service, we have been running into provisioning issues around Secret nodes which are more complex in nature than usual nodes given the need for SGX-enabled servers. This grant will allow us to provision enough servers to support Secret Network’s growth throughout the next year as to avoid any interruptions to the service for scaling startups. Deliverables & Milestones Figment will triple its Secret node infrastructure over the year Figment will allocate part of the time of a DevOps engineer to the optimization of Secret APIs & infrastructure The milestone unlocking the second half of the grant will require Secret DataHub to process over 10m requests/day for at least one day. Ecosystem Value & Success Metrics Figment DataHub already supports some of the leading organizations in the Secret ecosystem such as Keplr, Binance, and Enigma. With this project, Figment wants to increase developer adoption on the Secret Network. To track the success of this project, Figment will track the following metrics: of requests made via Secret Gateway Access of Secret DataHub Subscribers Budget DataHub currently operates a mix of 12 bare metal servers and azure instances which cost about $6,000/month. Tripling that capacity will take us well over $200k/year in Secret node infrastructure. To support this growth, we are looking for a grant in SCRT tokens. The grant includes the continued and scaled hosting of the Secret DataHub service: $100,000 USD equivalent in $SCRT tokens upon acceptance of this proposal About Figment Figment’s mission is to build a better Internet by increasing usage of the next generation of Proof of Stake blockchains. These efficient blockchains give people greater control of their data, more privacy, and increase financial inclusion. By eliminating intermediaries they also limit the power of centralized data monopolies, rent seeking financial institutions and anti-social algorithms. We bring our mission to reality by helping investors stake their tokens; earn yield and participate in securing the blockchain. Our Hubble and Prime applications as well as our governance expertise allow token holders to analyze, monitor and make informed decisions. We build Web 3 developer communities via our Learn education program and then make it simple for these developers to launch applications and manage smart contracts via our DataHub platform. And finally by building and operating The Graph based indexers we enable the efficient search and querying of blockchain data. Together, we can build a better Internet. We welcome feedback on this proposal and are looking forward to working with the Secret Community to accelerate the adoption of the protocol.

Truncated version! Read the full proposal with additional substantiation at https://forum.scrt.network/t/education-committee-funding-proposal-dec-21-feb-22/4955 This proposal is for the on-chain funding period 01 December 2021 to 28 February 2021. --Purpose of the Education Committee-- The Education Committee exists to create, update, and manage educational content to accelerate the use and adoption of Secret Network. We work closely with other committees to ensure our output is relevant and supports their and the overarching Secret Network goals. --Budget Request-- The Education Committee asks for a budget for the compensated leadership roles and a discretionary budget to put bounties on open projects and reward committee members on top of the rewards they are able to earn through the Secret Agent Program. In line with recent governance consensus, our ask is now in USD, calculated to SCRT on the day the proposal goes on the chain with a risk buffer. For your reference. Our June-August ask was 1,500 SCRT/month/person -15h, $3,00/SCRT or ~$70/h Our Septermber - November ask was 3,000 SCRT/month/person - 15h, $1,50/SCRT or $70/h. -Compensated Roles- Stefan | 001 - $70/h - 15 hours per week - $4,500 / month Darren | FuzzyPizza - $70/h - 15 hours per week - $4,500 / month -Discretionary Budget- The education committee requests a discretionary budget to compensate committee members for their work. This budget will be used to reward the completion of open projects like the creation of infographics, articles, written/video tutorials. The Discretionary budget is based on: 3 Types of open projects (infographics, articles/written tutorials, and video tutorials), a base time per project type (1,5 hour, 4 hours, and 8 hours respectively), expectation per project type (4/month, 8/month, 1/month respectively), rewards at $40/h These open project bounties will be on top of the rewards one can earn in the Secret Agent program. The two reward structures combined will result in fair compensation for these smaller projects. We are fully aware that the ‘hourly’ rate is not up to professional level (professional video editor, professional photoshop artist). However, we believe that people with such professional skills can use open projects as a stepping stone to request SNAC funding, and we look forward to guiding such contributors in getting successfully funded for their ideas to grow the network. The education committee has 1400 SCRT from previous funding rounds. Resulting from the steep increase of SCRT price during our last term. As a result, we believe the education committee is sufficiently funded for the coming 3 months in terms of the discretionary budget. Any SCRT left at the end of the funding period (3 months) will carry over to the next round. If both education leads discontinue their role the remaining funds will be transferred to the new leads. -Total Ask- Dumdidum | 𝕊001 = $4,500 / month Darren | FuzzyPizza = $4,500 SCRT / month -------------------------------------------- Total Proposal Spend for 3 Months: $27,000 + 10% volatility buffer = $29,700 SCRT price at the time of going on-chain: $4,98 = 5,963.86 SCRT

Funding proposal for the Secret University. You can view the proposal here https://forum.scrt.network/t/secret-university-community-spend-proposal/6162. This proposal is for on-chain funding for the 1st milestone in our roadmap. ##Purpose Secret University is a concept that will evolve over time to fit the needs of our developer community. It will serve as a launchpad for developers new to our ecosystem, allowing them to jumpstart their journey and build on Secret Network. Our team does not want to do this alone - we can only scale these efforts with our thriving developer community. Therefore, we plan to set up a framework in which developers can be incentivized to document and create educational materials, enriching the onboarding experience of our network for future developers, and providing a path for those who aim to follow in their footsteps and build their own private decentralized applications. This effort will hopefully save time for critical network resources, lower the gap for learning to build secret contracts, and propel our developers into more advanced topics that are supported by leaders of the development community. --Total Proposal Spend: $27,650 + 10% volatility buffer = $30,415 Using the average of the past 7d Low / 7h High ($0.904845 / $1.11) SCRT price of $1.00 = 30,415 SCRT

## Secret Surge Proposal - Unleashing the Power of Private DeFi The purpose of this proposal is to give a significant push to the Secret DeFi ecosystem. This initiative involves a 6-month incentive program totaling roughly $4M in rewards ($1M of which in SCRT), which is set to commence on April 18, 2023, with an initial "surge" period during the first three months to encourage the swift launch of projects. For dApps to be eligible, they will need to present an incentivization plan which contributes 3x the L1 rewards in dapp tokens ($1 SCRT for every $3 in dapp tokens). Additionally, L1 Rewards will be given as an LSD (each protocol can choose which one), and ideally - in a form of a deferred LSD. SCRT Labs has volunteered to contribute half of the total SCRT cost - $500K. The remainder would be split between the community pool ($250K) and the Terra Builders Fund ($250K), to reduce the impact on the pool itself. Any remaining Terra Builders Fund would be burned as originally anticipated. The community's pool portion would be allocated on monthly spend proposals to a wallet SCRT Labs controls. The first month is based on the current projection of SCRT's price (`2/3*1/3*$250,000/$0.67` = **82919 SCRT**). From the second month and on the request would adjust to reflect SCRT's price changes. This proposal is a continuation of the API Proposal, which compensates for maintaining reliable and high-quality API nodes for public use in the Secret Community. Decentralized API The provided nodes will be load balanced via DNS to two geographically resilient load balancers in 2 different data centers. Queries are only assigned to active and healthy nodes, while unhealthy nodes are automatically eliminated and reintroduced once they regain their health. Each team maintains and is responsible for its own geographically distributed nodes. Reporting and Endpoints Endpoints can be found here 👉🏾 [endpoints](https://secret.express). A detailed report is available at [Server Statistics](https://express-transparency-report.secret.express/report.html). However, given the large data volume generated daily, only a partial report showing traffic for a certain period is available. Ensure to check the date range for comprehensive understanding. Additional reporting can be found here [Additional Stats](https://status.secret.express/). Teams The teams involved and node budgets are Secret Saturn (16 nodes), Delta Flyer (16 nodes), Trivium (14 nodes), Consensus One (16 nodes), and Quiet Monkey Mind (10 nodes). Payments will be awarded based on the monthly provision of nodes only. In cases where a provider do not maintain a node, no payment will be made for unprovided nodes, and leftover funds will carry forward to the succeeding month. We propose the use of fee grants to temporarily mitigate these costs and incentivize more relayers to participate in our network. This solution is only temporary until more sustainable solutions, such as IBC fee middleware, are introduced. We will be using the IBC Relayers telegram where popular IBC relayers can submit their addresses and be added to the grant system. This approach will directly pay for the gas costs of the relayers and create a healthier ecosystem for all participants. ## Context and Importance of IBC Relayers IBC Relayers play a crucial role in connecting our network with other chains. They are the unsung heroes who allow our transactions to flow smoothly between different networks, enabling seamless interoperability. However, they incur gas costs to keep this mechanism running, a financial burden that can often deter many from participating in this essential service. The main funding mechanism for relayers, as of now, are delegations from SCRT Labs to cover their costs. ## Funding Details Based on new estimates, we anticipate a need for 3000 SCRT per month, leading to a total of 9000 SCRT for the initial period of 3 months. Any excess funds will be used to extend the runtime of the proposal. The actual amount required may vary based on gas price fluctuations (see here link) and the number of participating relayers. This initial fund will be monitored and used as a baseline to establish future funding requirements.
